But it upholds an adage quoted by <a href=\"http:\/\/www.amazon.com\/God-Bless-Child-78rpm-Version\/dp\/B00137ZO6E\/?tag=howardmacom-20\">Billie Holiday<\/a> in &#8220;<a href=\"http:\/\/www.lyricsfreak.com\/b\/billie+holiday\/god+bless+the+child_20018000.html\">God Bless the Child<\/a>&#8220;: &#8220;Them that&#8217;s got shall get.&#8221; Applicants must be organizations that have received NEA grants during the immediately prior four years (since 2006). The NEA&#8217;s announcement is crystal clear:<\/p>\n<blockquote class=\"webkit-indent-blockquote\" style=\"margin: 0 0 0 40px; border: none; padding: 0px;\">\n<blockquote class=\"webkit-indent-blockquote\" style=\"margin: 0 0 0 40px; border: none; padding: 0px;\"><p><\/p><\/blockquote>\n<p><span class=\"Apple-style-span\" style=\"color: rgb(0, 51, 102); font-family: Verdana; font-size: 11px; line-height: 15px; \">[R]ecogniz[ing] that the nonprofit arts industry is an important sector of the economy\u00c2\u00a0<\/span><span class=\"Apple-style-span\" style=\"color: rgb(0, 51, 102); font-family: Verdana; font-size: 11px; line-height: 15px; \">the Arts Endowment has designed a plan to expedite distribution of critical funds for the national, regional, state, and local levels\u00c2\u00a0<strong style=\"font-family: Verdana, Arial, Helvetica, sans-serif; \"><span class=\"Apple-style-span\" style=\"font-weight: normal;\">for projects that focus on the preservation of jobs in the arts<\/span><\/strong>. . .\u00c2\u00a0This program will be carried out through one-time grants to eligible nonprofit organizations. . .\u00c2\u00a0All applicants must be previous NEA award recipients from the past four years. . .\u00c2\u00a0<\/span><\/p><\/blockquote>\n<blockquote class=\"webkit-indent-blockquote\" style=\"margin: 0 0 0 40px; border: none; padding: 0px;\"><p><span class=\"Apple-style-span\" style=\"color: rgb(0, 51, 102); font-family: Verdana; font-size: 11px; line-height: 15px;\"><br \/><\/span><\/p><\/blockquote>\n<div><span class=\"Apple-style-span\" style=\"color: rgb(0, 51, 102); font-family: Verdana; font-size: 11px; line-height: 15px;\"><span class=\"Apple-style-span\" style=\"color: rgb(0, 0, 0); font-family: Times; font-size: 16px; line-height: normal; \"><\/p>\n<p style=\"font-family: Verdana, Helvetica, Arial, sans-serif; font-size: 11px; font-weight: normal; line-height: 140%; color: rgb(0, 51, 102); \"><span class=\"Apple-style-span\" style=\"color: rgb(51, 51, 51); font-family: arial; font-size: 13px; line-height: normal;\">This decision is understandable enough; the NEA may want to ensure that organizations it has supported already aren&#8217;t going to fold, rendering its previous assistance irrelevant, and if it wants to put money to work quickly, organizations that have already been vetted in the grants-awarding process are surer bets than those organizations needing to be scrutinized from scratch. Nor do I carry any brief against the NEA&#8217;s actions during the second term of President <a href=\"http:\/\/www.georgewbush.org\/\">George W. Bush<\/a> &#8212; NEA Chairman <a href=\"http:\/\/www.danagioia.net\/about\/\">Dana Gioia<\/a> was one of the most successful leaders of the Endowment in its distinguished <a href=\"http:\/\/www.arts.gov\/pub\/nea-history-1965-2008.pdf\">history<\/a>, turning around <a href=\"http:\/\/www.independent-magazine.org\/node\/403\">Congressional hostility<\/a> that somehow surfaced during the term of President <a href=\"http:\/\/bushlibrary.tamu.edu\/museum\/events.php?id=403\">George H.W. Bush<\/a>, managing against inestimable <a href=\"http:\/\/www.artsactionfund.org\/pdf\/press\/McCain_Obama_record_final.pdf\">odds<\/a> to promote\u00c2\u00a0<a href=\"http:\/\/www.nea.gov\/national\/bigread\/index.html\">literacy<\/a>, <a href=\"http:\/\/www.shakespeareinamericancommunities.org\/\">Shakespeare<\/a>, <a href=\"http:\/\/www.nea.gov\/national\/aji\/index.html\">arts journalism<\/a> and, yes, <a href=\"http:\/\/www.nea.gov\/national\/jazz\/index.html\">jazz<\/a>.\u00c2\u00a0<\/span><\/p>\n<p style=\"font-weight: normal; \"><span class=\"Apple-style-span\" style=\"color: rgb(51, 51, 51); font-family: arial; font-size: 13px;\">But from the point of view of a mostly volunteer administrator of a non-profit arts organization that after 20 years of self-supporting activities is just now making its first bid for grant funding to the NEA (the <a href=\"http:\/\/www.jazzhouse.org\">Jazz Journalists Association<\/a>, of which I&#8217;m president, is <a href=\"http:\/\/www.nea.gov\/grants\/apply\/GAP10\/MusicAAE.html\">applying<\/a> this month for $s to produce a major conference on jazz journalism early in 2010) it&#8217;s disconcerting that as far as salaries for hard-pressed non-profits go, newcomers may not apply. Maybe the NEA&#8217;s next initiative could encourage <span class=\"Apple-style-span\" style=\"font-style: italic;\">new<\/span>\u00c2\u00a0groups and new arts jobs? Wouldn&#8217;t that empower change?
