As Brett Wagner, president of the California Center for Strategic Studies<br \/>\nand a professor at the U.S. Naval War College, noted <I>a year ago <\/I>in a <A class=inline\nhref=\"http:\/\/www.brettwagner2004.com\/docs\/usa_today_-_10-6-03.html\"\ntarget='new\"'><B><FONT color=#003399>USA Today article<\/FONT><\/B><\/A> (on Oct. 6,<br \/>\n2003):<\/P><br \/>\n<P><br \/>\n<BLOCKQUOTE>[T]he war fighters were right. Military commanders weren&#8217;t given enough<br \/>\nmanpower and logistical support to secure all of the known [Iraqi] nuclear sites, let alone all of<br \/>\nthe suspected ones. &#8230; It wasn&#8217;t until seven of Iraq&#8217;s main nuclear facilities were extensively looted<br \/>\nthat the true magnitude of the administration&#8217;s strategic blunder came into<br \/>\nfocus.<\/BLOCKQUOTE><br \/>\n<P><\/P><br \/>\n<P>&#8220;Now the missing HMX is news,&#8221; the friend adds, &#8220;and it is mainly treated as a separate issue<br \/>\nto be judged (as the administration would have it) as a tiny, tiny fraction (by weight) of all the<br \/>\nartillery rounds and bombs that have been destroyed.<\/P><br \/>\n<P>&#8220;Except that a tiny, tiny fraction of the artillery rounds and bombs is very conspicuous when<br \/>\nstrapped to a suicide-bomber, even under several large overcoats. Can you imagine a terrorist<br \/>\nwith a 250-pound aerial bomb strapped on?
