{"id":745,"date":"2004-08-10T11:20:26","date_gmt":"2004-08-10T18:20:26","guid":{"rendered":"http:\/\/www.artsjournal.com\/herman\/wp\/2004\/08\/dont_ask\/"},"modified":"2004-08-10T11:20:26","modified_gmt":"2004-08-10T18:20:26","slug":"dont_ask","status":"publish","type":"post","link":"https:\/\/www.artsjournal.com\/herman\/2004\/08\/dont_ask.html","title":{"rendered":"DON&#8217;T ASK"},"content":{"rendered":"<p><P>Now that our Nincompoop in Chief has nominated a <A class=inline\nhref=\"http:\/\/www.cnn.com\/2004\/ALLPOLITICS\/08\/10\/cia.goss\/index.html\"\ntarget='new\"'><B><FONT color=#003399>new Director of Central<br \/>\nIntelligence<\/FONT><\/B><\/A> (DCI) to head the Central Intelligence Agency, here are some<br \/>\nwords of wisdom from a trustworthy mathematician friend who does top-secret work for the<br \/>\nDepartment of Defense and the American military:<\/P><br \/>\n<P>&#8220;Stan <A class=inline\nhref=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A29450-2004Jul31.html\"\ntarget='new\"'><B><FONT color=#003399>Turner&#8217;s comments on the 9\/11 report<\/FONT><br \/>\n<\/B><\/A>are worth reading. The following excerpt is (in my view) a persuasive argument for a<br \/>\nCabinet-level National Intelligence Director (NID)&#8221;: <BR><BR><br \/>\n<BLOCKQUOTE>A serious problem today, which the commission addresses nicely, is that the<br \/>\n1947 law did not give the DCI sufficient authority to ensure adequate exchange of data among the<br \/>\nagencies. It would take only an executive order from the president to give the DCI, or a new<br \/>\nNID, the authority to set the standards for classifying secret intelligence materials. Today, each of<br \/>\nthe heads of the 15 agencies can create classification categories so as to exclude other agencies<br \/>\nfrom their data. Some intelligence does deserve special treatment. But that should be decided by<br \/>\nthe NID\/DCI, who has the national interest in view, not someone with an agency&#8217;s<br \/>\nperspective.<\/BLOCKQUOTE>&#8220;The same thing is done in DoD and the Services,&#8221; my friend<br \/>\nwrites, &#8220;often by withholding a &#8216;need to know&#8217; certification for individuals who have the necessary<br \/>\nclearance but might ask the wrong questions.&#8221;<br \/>\n<P><\/P><br \/>\n<P>Turner, a former head of the CIA, doesn&#8217;t specifically address whether a new intelligence<br \/>\ndirector should have a Cabinet-level appointment. He does say, however, that &#8220;a close<br \/>\nrelationship with the president is a NID\/DCI&#8217;s lifeblood.&#8221;<\/P><br \/>\n<P>Another former head of the CIA, John Deutch, says that a cabinet-level appointment for a<br \/>\nnew national intelligence director &#8220;is <A class=inline\nhref=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A29457-2004Jul31.html\"\ntarget='new\"'><B><FONT color=#003399>no substitute<\/FONT><\/B><\/A> for properly<br \/>\naligning authority with responsibility.&#8221; <\/P><br \/>\n<P>White House Chief of Staff Andrew Card has said the chairmen of the 9\/11 commission told<br \/>\nhim that they did not mean they wanted a new intelligence czar to be a member of the Cabinet.<br \/>\n&#8220;They recommended that it be Cabinet-level pay,&#8221; <A class=inline\nhref=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A29457-2004Jul31.html\"\ntarget='new\"'><B><FONT color=#003399>CNN quotes him<\/FONT><\/B><\/A> as saying.<\/P><br \/>\n<P>In any case, our Nincompoop in Chief has already made it clear he has <A class=inline\nhref=\"http:\/\/www.slate.com\/id\/2104867\" target='new\"'><B><FONT color=#003399>no intention<br \/>\nof making a Cabinet-level appointment<\/FONT><\/B><\/A>. &#8220;Bush&#8217;s NID is strictly advisory in<br \/>\nnature, with no Cabinet slot, no office in the West Wing, no authority over priorities, personnel,<br \/>\nor budgets,&#8221; Fred Kaplan has pointed out in Slate. &#8220;It&#8217;s worse than useless; whoever takes the job<br \/>\ncan expect nothing more than glorified paper-pushing.&#8221; But given&nbsp;the<br \/>\nnincompoop&#8217;s&nbsp;U-turns on just about every major decision&nbsp;he&#8217;s made so far, that may<br \/>\nnot be the last word.<\/P><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Now that our Nincompoop in Chief has nominated a new Director of Central Intelligence (DCI) to head the Central Intelligence Agency, here are some words of wisdom from a trustworthy mathematician friend who does top-secret work for the Department of Defense and the American military: &#8220;Stan Turner&#8217;s comments on the 9\/11 report are worth reading.
