Not according to a report that the family crest he&#8217;s requested from the Lord Lyon, &#8220;which<br \/>\nbestows coats of arms in Scotland,&#8221; will have a banner saying <A class=inline\nhref=\"http:\/\/www.nytimes.com\/2004\/05\/13\/international\/13powe.html\"\ntarget='new\"'><B><EM><FONT color=#003399>&#8220;Devoted to Public<br \/>\nService&#8221;<\/FONT><\/EM><\/B><\/A> instead of &#8220;Devoted to Public Service for the Arts.&#8221;<\/P><br \/>\n<P>But we happen to know (from a press release) that next week Secretary of State Powell and<br \/>\nthe U.S. State Department are to celebrate 40 years of the <A class=inline\nhref=\"http:\/\/aiep.state.gov\/mission.html\" target='new\"'><B><EM><FONT color=#003399>ART<br \/>\nin Embassies Program<\/FONT><\/EM><\/B><\/A>, with help from the White House and Laura<br \/>\nBush. Fat cats &#8212; sorry, art collectors &#8212; have been invited to a panel discussion, &#8220;Art as<br \/>\nDiplomacy: 21st Century Challenges,&#8221; co-sponsored by the State Department and the independent<br \/>\nCenter for Arts and Culture based in Washington. <\/P><br \/>\n<P>You probably didn&#8217;t know the State Department <A class=inline\nhref=\"http:\/\/aiep.state.gov\/creating.html\" target='new\"'><B><EM><FONT\ncolor=#003399>creates art exhibitions<\/FONT><\/EM><\/B><\/A> worldwide and shows them in<br \/>\nnearly 200 <A class=inline href=\"http:\/\/aiep.state.gov\/exhibits\/index.cfm\"\ntarget='new\"'><B><EM><FONT color=#003399>American embassies and diplomatic<br \/>\nresidences<\/FONT><\/EM><\/B><\/A> from Abidjan, the Ivory Coast (where a single silkscreen by<br \/>\nJacob Lawrence is currently on display), to Zagreb, Croatia (where the exhibition comprises 17<br \/>\npaintings, sculptures or photographs by seven artists). Well, now you know.<\/P><br \/>\n<P>A sculpture exhibition, &#8220;Around the World in Forty Years,&#8221; highlighting American artists who<br \/>\nhave loaned works to the ART in Embassies Program over the years, also will be on view at the<br \/>\nState Department in Washington (through July 6). The biggest names in the art biz have had their<br \/>\nworks exhibited over the years, among them: Louise Bourgeois, Bruce Nauman, Isamu Noguchi,<br \/>\nClaes Oldenburg, Cindy Sherman, Kiki Smith and Robert Wilson.<\/P><br \/>\n<P>Oh by the way, the idea of wanting to have a family coat of arms seems a little creepy to us. It<br \/>\nsmacks of, well, royalist pretensions. But never mind. In this great democracy of ours, an<br \/>\nimmigrant nation of the tired, the poor, the &#8220;huddled masses yearning to breathe free,&#8221; it&#8217;s each to<br \/>\nhis or her own weirdness.
