{"id":612,"date":"2004-04-02T10:18:48","date_gmt":"2004-04-02T18:18:48","guid":{"rendered":"http:\/\/www.artsjournal.com\/herman\/wp\/2004\/04\/meantime\/"},"modified":"2004-04-02T10:18:48","modified_gmt":"2004-04-02T18:18:48","slug":"meantime","status":"publish","type":"post","link":"https:\/\/www.artsjournal.com\/herman\/2004\/04\/meantime.html","title":{"rendered":"MEANTIME &#8230;"},"content":{"rendered":"<p><P>Three news stories this morning lend more ammunition to the powder keg we hope will<br \/>\nexplode what&#8217;s left of W Ltd.&#8217;s credibility. <\/P><br \/>\n<P>One is the <A\nhref=\"http:\/\/www.nytimes.com\/2004\/04\/02\/politics\/02PANE.html?hp\"><B><EM><FONT\ncolor=#003399>top front-page story<\/FONT><\/EM><\/B><\/A> in The New York Times,<br \/>\nheadlined in the print edition: &#8220;BUSH AIDES KEPT CLINTON&#8217;S PAPERS FROM 9\/11<br \/>\nPANEL.&#8221; The subheads summarize the rest of the story: &#8220;AN EXPLANATION IS SOUGHT&#8221;<br \/>\nand &#8220;Aides to Ex-President Say Documents Could Help Commission&#8217;s Work.&#8221; (Go read. You<br \/>\nmay notice the website&#8217;s headline doesn&#8217;t do the article justice.)<\/P><br \/>\n<P>Another, headlined <A\nhref=\"http:\/\/www.nytimes.com\/2004\/04\/02\/politics\/02FOST.html\"><B><EM><FONT\ncolor=#003399>&#8220;2 Decline To Testify On Drug Cost,&#8221;<\/FONT><\/EM><\/B><\/A>&nbsp;is<br \/>\nburied deep within the paper.&nbsp;It reports that the White House, citing executive privilege,<br \/>\nhas &#8220;refused to send Doug Badger, special assistant to the president for health policy, to testify<br \/>\nbefore the House Ways and Means Committee.&#8221; <\/P><br \/>\n<P>The refusal naturally irked the Democrats on the committee. One of them called Badger &#8220;the<br \/>\nCondoleezza Rice for health care.&#8221; An excellent metaphor, doncha think?<\/P><br \/>\n<P>The article also reports that the former Medicare administrator, Thomas A. Scully, who<br \/>\nthreatened to fire the chief Medicare actuary, Richard S. Foster, if he shared his prescription-cost<br \/>\nestimates with Congress last year, has written the committee a letter &#8220;saying he had been busy<br \/>\ntraveling and would be &#8216;unable to appear.'&#8221; <\/P><br \/>\n<P>As every sentient citizen should know by now: &#8220;Mr. Foster&#8217;s figures are important because he<br \/>\ncalculated that the cost of the prescription drug bill would exceed by about a third the $400 billion<br \/>\nthat Congress was assuming in preparing the legislation for passage. Had his calculations been<br \/>\nwidely known at the time, it is possible the measure would have failed, or at least been<br \/>\nsignificantly altered.&#8221;<\/P><br \/>\n<P><A href=\"http:\/\/www.nytimes.com\/2004\/04\/02\/politics\/02RULI.html\"><B><EM><FONT\ncolor=#003399>The third article<\/FONT><\/EM><\/B><\/A> begins: &#8220;A federal judge ruled<br \/>\nThursday that the Bush administration must release thousands of pages of documents related to a<br \/>\nWhite House task force that met behind closed doors to develop a national energy policy.<\/P><br \/>\n<P>&#8220;The ruling,&#8221;&nbsp;it continued, &#8220;was a victory for the Natural Resources Defense Council,<br \/>\nan environmental lobbying group, and Judicial Watch, a conservative legal group.
