Yet none of the<br \/>\nreports that I have seen in the print press or on television has captured the impact of that moment,<br \/>\nlet alone mentioned it &#8212; &#8212; except, of course, <A\nhref=\"http:\/\/www.c-span.org\/#?Cat=TV&#038;Code=VA&#038;ShowVidDays=30&#038;ShowVidDesc=\"><B><br \/>\n<EM><FONT color=#003399>C-SPAN3&#8217;s complete telecast<\/FONT><\/EM><\/B><\/A>.<\/P><br \/>\n<P>After Clarke&#8217;s dramatic opening statement &#8212; <A\nhref=\"http:\/\/www.washingtonpost.com\/wp-srv\/mmedia\/nation\/032404-8v.htm\"><B><EM><FON\nT color=#003399>an apology to &#8220;the loved ones&#8221; of those who died on<br \/>\n9\/11<\/FONT><\/EM><\/B><\/A> for the failure of the U.S. government to protect them, and for<br \/>\nhis own personal failure as counterterrorism coordinator of the Bush administration &#8212; the most<br \/>\nsignificant moment came in his reply to former Secretary of the Navy John F. Lehman. Clarke had<br \/>\n&#8220;a real credibility problem,&#8221; Lehman said, because his testimony differed from what he wrote in<br \/>\nhis just-published book, an angry attack on the Bushies entitled&nbsp;<A\nhref=\"http:\/\/www.amazon.com\/exec\/obidos\/tg\/detail\/-\/0743260244\/qid=1080138450\/sr=1-1\/ref=\nsr_1_1\/104-6570264-3253560?v=glance&#038;s=books\"><B><EM><FONT\ncolor=#003399>&#8220;Against All Enemies : Inside the White House&#8217;s War on Terror &#8212; What Really<br \/>\nHappened.&#8221;<\/FONT><\/EM><\/B><\/A>&nbsp;<\/P><br \/>\n<P>Everyone has reported that Lehman, like his fellow Republican, former Illinois Gov. Jim<br \/>\nThompson, wondered whether Clarke was merely &#8220;an active partisan selling a book&#8221; during a<br \/>\npresidential campaign. Everyone has reported that Lehman wanted to know how Clarke resolved<br \/>\nthe&nbsp;difference between his 15 hours of private testimony and his book. And everyone has<br \/>\nreported Clarke&#8217;s explanation:<\/P><br \/>\n<P>&#8220;No one asked me what I thought about the president&#8217;s invasion of Iraq,&#8221; Clarke said. &#8220;The<br \/>\nreason that I am strident in my criticism of the president of the United States is that by invading<br \/>\nIraq &#8212; something I was not asked by the commission &#8212; but by invading Iraq, the president of the<br \/>\nUnited States has greatly undermined the war on terrorism.&#8221;<\/P><br \/>\n<P>They say that when cross-examining a witness in court, it&#8217;s wise &#8212; imperative even &#8212; to know<br \/>\nin advance, or at least to anticipate, what the witness will reply to a question. Otherwise the<br \/>\nanswer could backfire. Clarke&#8217;s reponse to Lehman was the perfect demonstration. The misguided<br \/>\ninvasion of&nbsp;Iraq, which was the elephant in the room, had trumpeted its presence. The<br \/>\nstunned silence following his reply could not have lasted for more than 10 or 15 seconds. Yet<br \/>\nthose seconds seemed like an eternity. <\/P><br \/>\n<P>The hush that descended on the hearing room was unique in a day of voluble testimony from<br \/>\nvarious witnesses, including <A\nhref=\"http:\/\/www.washingtonpost.com\/wp-srv\/mmedia\/apdaily\/032404-6v.htm\"><B><EM><FO\nNT color=#003399>CIA Director George Tenet<\/FONT><\/EM><\/B><\/A>. It brought the<br \/>\ndrama to a climax. News reports recorded the words, but not the silence. TV clips excerpted the<br \/>\nwords, but not the silence. Maybe you had to be a drama critic to appreciate it.<\/P><br \/>\n<P><STRONG>Postscript:<\/STRONG> Well, well.<STRONG> <\/STRONG><A\nhref=\"http:\/\/www.nytimes.com\/2004\/03\/25\/politics\/25HEAR.html\"><STRONG><EM><FONT\ncolor=#003399>The moment registered<\/FONT><\/EM><\/STRONG><\/A> with Randall C.<br \/>\nArchibold in a sidebar. He quotes Julie Talen, who watched the hearing from her Soho apartment:<br \/>\n&#8220;Did you see that moment of silence?&#8221; Talen is identified as a writer-director.
