{"id":304,"date":"2012-01-07T14:43:41","date_gmt":"2012-01-07T21:43:41","guid":{"rendered":"http:\/\/www.artsjournal.com\/audience\/?p=304"},"modified":"2012-01-07T15:14:06","modified_gmt":"2012-01-07T22:14:06","slug":"bass-ackwards-audience-development-grants","status":"publish","type":"post","link":"https:\/\/www.artsjournal.com\/audience\/2012\/01\/bass-ackwards-audience-development-grants\/","title":{"rendered":"BASS ACKWARDS:  Audience Development Grants"},"content":{"rendered":"<p><a href=\"https:\/\/www.artsjournal.com\/audience\/2012\/01\/bass-ackwards-audience-development-grants\/arrowmont-backwards-300x279\/\" rel=\"attachment wp-att-318\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-318\" title=\"arrowmont-backwards-300x279\" src=\"https:\/\/www.artsjournal.com\/audience\/wp-content\/uploads\/2012\/01\/arrowmont-backwards-300x279.jpg\" alt=\"\" width=\"300\" height=\"279\" \/><\/a>Forgive me if I don&#8217;t get overly excited from this week&#8217;s <strong><a href=\"http:\/\/www.operaamerica.org\/content\/about\/pressroom\/2012\/01062012.aspx\" target=\"_blank\">NEWS<\/a><\/strong> that OPERA America has awarded nearly\u00a0$200,000 in &#8220;Audience Development&#8221; grants to 16 opera companies.<\/p>\n<p style=\"text-align: left;\">Their announcement\u00a0proclaims that the\u00a0<em>&#8220;Audience Development grants help opera companies to implement community engagement activities that develop new audiences for American opera and music-theater, engage diverse audiences, deepen current audiences\u2019 understanding and appreciation of new and existing American works, and increase the participation of audiences in a company\u2019s activities.&#8221;<\/em><\/p>\n<div><strong>Those are some mighty\u00a0big ambitions for grants that average just\u00a0$12,500.\u00a0 Don&#8217;t you think?<\/strong><\/div>\n<div><strong><\/strong>\u00a0<\/div>\n<div>The announcement goes on to explain that these awards were decided by an esteemed panel; culled from 29 applications\u00a0<em>&#8220;based on the merit of the project, quality of the project concept, artistic merit, the strength of appropriate partnerships and the resources of the company, including the ability to fully evaluate the project.&#8221;<\/em><\/div>\n<div>\u00a0<\/div>\n<div><strong>There&#8217;s an\u00a0awful\u00a0lot of time, thought &amp; effort in that process, too.\u00a0\u00a0<\/strong><\/div>\n<div>\u00a0<\/div>\n<div>Here&#8217;s what\u00a0troubles me:<\/div>\n<ul>\n<li>The\u00a0process decides\u00a0grant winners\u00a0based on their <em><strong>ability to promise\u00a0<\/strong><\/em> rather than on the actual accomplishment of any meaningful objective.<\/li>\n<li>While OPERA\u00a0America\u00a0claims\u00a0to represent &#8220;nearly 150&#8221; professional opera companies &#8211;\u00a0<em><strong>only 29 of them bothered to apply\u00a0<\/strong><\/em>for this grant opportunity.\u00a0\u00a0\u00a0(The rest, presumably, didn&#8217;t think the cause of audience development or the $&#8217;s available were\u00a0worth their time or attention.)<\/li>\n<li>That <em>&#8220;the\u00a0ability to fully evaluate the project&#8221;<\/em> appears in the evaluation criteria essentially acknowledges that <em><strong>clear &amp; objective evaluation\u00a0is often beyond the capacity<\/strong><\/em> of many organizations.<\/li>\n<\/ul>\n<p>For sure,\u00a0OPERA America deserves praise for offering &#8220;Audience Development&#8221; grants in the first place.\u00a0<strong>\u00a0 <\/strong>I mean them no disrespect.\u00a0 Frankly, I wish other foundations and agencies\u00a0would make similarly substantial commitments to the cause of audience development.\u00a0<\/p>\n<p>My point is to\u00a0respectfully suggest that\u00a0grant making for the cause of audience development\u00a0is due for a complete\u00a0overhaul &#8211; and that the process\u00a0should\u00a0begin with\u00a03 key questions:<\/p>\n<ol>\n<ol>\n<li><strong>Where is the achievement?\u00a0 &#8211; <\/strong>How might these grants be re-structured to reward ACCOMPLISHMENT rather than promise?<\/li>\n<li><strong>Where is the inspiration?\u00a0 &#8211; <\/strong>How might these grants\u00a0motivate MUCH MORE of the field to invest\u00a0time &amp; attention in the cause of audience development?\u00a0\u00a0<\/li>\n<li><strong>Where are the lessons?\u00a0\u00a0<\/strong> &#8211; How might these grants help create a body of evidence from which people\/organizations in the future can learn and grow in their\u00a0efforts to advance the cause\u00a0audience development?\u00a0\u00a0\u00a0\u00a0\u00a0<\/li>\n<\/ol>\n<\/ol>\n<p>I wish\u00a0more funders would consider\u00a0the\u00a0<strong><a href=\"http:\/\/www.xprize.org\/\" target=\"_blank\">X PRIZE<\/a>\u00a0<\/strong>strategy &#8211; which is founded on the premise of bringing about\u00a0<strong>&#8220;radical breakthroughs for the benefit of humanity<\/strong>&#8230;<strong>by creating and managing large-scale, high-profile, incentivized prize competitions that stimulate investment in research and development worth far more than the prize itself. &#8221;\u00a0\u00a0\u00a0 <\/strong>(I think that it is <em>impossible<\/em> to watch\u00a0any of the videos on <a href=\"http:\/\/www.xprize.org\/\" target=\"_blank\">the X Prize\u00a0site <\/a>and not come away\u00a0INSPIRED for that cause!)\u00a0<\/p>\n<p>Imagine if OPERA America would\u00a0offer just a single\u00a0$200,000 prize to the first opera company that could achieve some very specific, desired &amp; audacious audience development goal:\u00a0<\/p>\n<ul>\n<li>Such a prize\u00a0would then be awarded after\u00a0a clear, meaningful &amp; measurable\u00a0goal was <strong>ATTAINED<\/strong>.\u00a0<\/li>\n<li>The prize would be sufficiently large to <strong>INSPIRE<\/strong>\u00a0creative &amp; strategic action by many more organizations, and\u00a0<\/li>\n<li>Organizations would\u00a0be motivated to <strong>LEARN<\/strong> from the\u00a0experiences\u00a0of others, as they pursue their\u00a0quest to attain the goal.<\/li>\n<\/ul>\n<p>Updating the grant-making process is an important way to\u00a0UNLEASH the\u00a0immense creative power\u00a0of the arts &amp;
