But the topic is getting a real-world workout in Colorado, where Denver&#8217;s sales-tax-supported Scientific and Cultural Facilities District is coming up for renewal.<\/p>\n<p>\nDoes a public investment in culture return public benefits from the taxpayers&#8217; perspective?
