An enlightened policy can morph into a reactionary one. The art scene in Vancouver, B.C., is heavily dependent on government subsidy. Aside from a few bright spots, such as <a href=\"http:\/\/www.catrionajeffries.com\/d_j_pethick_news.html\">Catriona Jeffries<\/a>, strong galleries are thin on the ground. <\/p>\n<p>Nonprofits carry enormous weight, such as <a href=\"http:\/\/www.orgallery.org\/membership\">Or Gallery<\/a>, <a href=\"http:\/\/www.presentationhousegall.com\/\">Presentation House<\/a>, <a href=\"http:\/\/www.helenpittgallery.org\/\">Helen Pitt<\/a>, <a href=\"http:\/\/artspeak.ca\/\">Artspeak<\/a>, the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Contemporary_Art_Gallery_%28Vancouver%29\">Contemporary Art Gallery<\/a> and of course, the <a href=\"http:\/\/www.vanartgallery.bc.ca\/\">Vancouver Art Gallery<\/a>.<\/p>\n<p>According to BC&#8217;s <a href=\"http:\/\/www.allianceforarts.com\/\">Alliance for Arts and Culture<\/a>, 80 percent of public arts funding in the province has disappeared from the budget.
